I need some help

So my plant started to show little white hairs growing. It's a clone from a female plant and I have it on soil with 110w cfl bulb. I had it on 12/12 for two days but then I took a look at it and I feel like it's too small to flower (about 10") so I put it back on 18/6 is that ok?

Yeah its fine, your just switching your photoperiod to a vegetative one as apposed to a flowering one. Keep it at 18/6 or 20/4 until you want to flower it.

Yes it does, in both light and dark
