I am gonna go with not enough light.

You really haven't told us anything though. My plants have more leaves when they are 4" tall.

It's not dying but your lights are, and have been for a while obviously, way too far from the plant.That thing is stretched like crazy. Almost too late to make any real changes about that now, but look at it as a lesson learned. You may as well throw that poor thing into flower now and be happy if you get a little bit to smoke. Either that or let it continue to grow, with light MUCH closer. Looks about 2 1/2 to 3 feet tall now, so if height isn't a factor for you, get the lights closer and let it grow more, then try flowering it.

I would say not enough light it looks faint in the pic and on top of that you have a shelf over it. also looks like PH and overwatering. We need some info what PH level, how often are you watering?

that plant obviously has problems. could you take a bunch of clones & start over... upgrading the grow room first of coarse...
