That is botrytis. It's a type of grey mould that effects numerous plants.
Technically, I would suggest putting the whole plant in the garbage as you wouldn't want to smoke anything around that bud.
Given that your plant is so small it's not really worth the struggle to save.
If you must, 1 parts H202 to 10 parts water in a spray bottle and hose the plant down after removing the rot. 4 inchs above and below the spot in question. But seeing as this is essentially the whole plant. I suggest trash bin.

Ya, bud rot. Growing in a foam cup isn't helping anything. Do you at least have drainage in that cup?
