Hello.
Males plants, when in flowering, will begin to develop pollen sacks. If you continue to let the male plant grow, the pollen sacks will swell to the point that they will burst open, releasing the pollen. From the time they enter flower, to the time they have viable pollen, takes more than a month, but less than two on average.
As for pollinating the plant... I suggest finding a shallow glass jar. I use baby food jars. Now, take several of the developed pollen sacks and squeeze them inside the baby food jar. You should see an accumulation of powder in the jar. That is your pollen. Now, fill the jar about 1/4 - 1/3 full of water and swirl it around to disolve the pollen in it. Once you've done this, take a Q-tip, dip it in the water, and rub it on the pistols of the female plant.
