The conservative movement didn't really gain any traction until Nixon, and hadn't realized partially it's modern platform until Carter. While most of the US electorate for both parties in the 60s and 70s identified as left leaning moderates, the south was still the bastion of overt racism and was trying hard to find or form a party to propagate their cause. As the Democratic party kept slowly inching left, the long declining Republican party desparately appealed to the Southern Democrats.

Is your point that those black communities would have been better off if only they allowed themselves to be governed by those racist southern democrats, the same people that fought for slavery and segregation and enacted Jim Crow?

are those "black communities" what you gathered when I said 24 Democrat controlled inner cities?

funny, when I think of inner city, I don't automatically picture a black community....maybe ask yourself why you do.
