I posted about this a few pages back in this thread. I called my designated dispensary on 12/3, when these rules theoretically had already taken effect, and the person I spoke with had heard about the new rules and received lots of calls inquiring about them that day, BUT had not been trained or briefed on any details regarding implementing them. He was told by his manager that it will be at least 30 days before they have any more information on how to implement the new rules. Which is another way of saying that the state has not started implementing them yet, sending out provisional access paperwork to patients, and informing dispensaries how to deal with them.

If you are close to getting your card, likely not much. For those of us that have quite a bit of wait time, just maybe we’ll get to use the Provisional Registration to buy from the dispensary before we get our official card. I talked to a dispensary about this on Monday and they (IL dispensaries) have not been trained on how to handle the Provisional program— other than they know the dispensary will be responsible for printing the temporary card for the customers. So there will be some time involved yet to train dispensaries how to document what the state will require of them.
The short answer is that we're still waiting for IDPH rules, which is what most of us really care about. These rules (and thanks Bex9000 for posting them!) are from the Department of Financial and Professional Regulation, which is principally responsible for the approval, licensing, and operations of the dispensaries. So the rules Bex9000 posted simply say that the dispensaries are now permitted to serve provisional access and opioid patients without violating the terms of their operating license and confirms that all the rules & protections the dispensaries follow to protect qualifying patient also apply to provisional access and opioid patients.
What these rules do not do is explain or authorize the issuance of provisional registrations, which is what we applicants need to actually purchase cannabis while our applications are under review. The provisional registrations rules and procedures will be contained in the IDPH's emergency rules, which we haven't seen yet.

Aug 23 - Appointment at MCO that consisted of dr visit, fingerprints, all paperwork and paid cash. Was told within 90 days I'd have the card in hand.
Oct 16 - emailed IDPH and received an automatic response that told nothing.
Nov 20 - called and got through to the state. I was told that my application was received and it would be processed in the order received.
Dec 5 talked to idph and I'm approved

Day 84 still waiting on card. I'm hoping tomorrow since I saw a post someone else received theirs at 85 however this random 'holiday' may delay the card

So it looks like a temp registration letter will be sent and contain the number our cards will later have. they record the number , and we are good to go ! to the State we are just a number …. but that's o.k. !
I saw this referred to in another post (maybe yours?). My dispensary did not know this, or if they did, they didn't mention it when I asked, "What do you know about how provisional access will be handled?"
Has anyone confirmed this with IDPH?
If the dispensaries are printing the provisional access documents, it may mean that we'll see it sooner. If we have to wait for the state, well....

I called my dispensary today and they said they still haven’t had a single piece of communication from the state regarding provisional access. Nothing.
The dispensaries aren't printing anything. There is no temp card. We will get a provisional registration number from IDPH. The dispensary will verify our identity, verify the number in the state system, and verify the provisional registration is still active for each visit (because it can expire after 90 days, or it can expire on any date if IDPH rejects application or perm card is issued). I would read from bottom of page 72 through page 74 of the attached.

Interesting... What you are saying makes a lot of sense. The dispensary I talked to on Monday is under the assumption they will be printing/maintaining some kind of record per the state’s requirements, but just “checking” if our number is active sounds like a lot less work for everyone.
My appointment with MCO was also 8/30. I did call on 11/21 to confirm that they indeed received my application. I was told it was received but they haven’t gotten to it. Asked on what day and was told “mid September”. I’m bumming they told you received 9/26. I was estimating my day at ~17th. That’s more mid. The 26th would be considered late September. He said mid. So I’m going with mid. That puts me @80 days tomorrow. Seen posts with card in hand at 83. I’ll call Monday if I don’t see it by then. If nothing else get my actual date.
That’s awesome. Congratulations I’m very excited to see when you actually receive your card. Cuz I should see mine in about a week from then. Keep us posted.
