I'm questioning a few points that you bring up.... Please elaborate on "plates are flagged." I don't think they retrieve your medical card information on the fly - at least I couldn't imagine that being the case. Do you have a link to an official document stating this as the case? Also, what do you mean "doctor's alerted." Beyond the physician that filled out your application, who else is being alerted?We still have to be registered at a dispensary, our purchases still tracked, our mmj use is still in the PMP and our license plates still flagged.
This while recreational users can walk into any recreational dispensary, their 30g limit is on the honor system, their Drs won't know unless they tell them and cops will have no idea who may have recreational pot in possession by running their plates.
I see an equal protection case, although I'm leaving it open that no major controversial changes were made to medical to get it being made permanent passed easily and these issues will be fixed. I don't see how they will get away with treating the sick and disabled this differently to buy the same product for long.
If they're on the honor system we should be on the honor system which takes away the need to register at a dispensary. If their plates aren't flagged ours don't need to be. If their cannabis use is left up to them to convey to their Drs our Drs don't need to be alerted to ours.
But dispensary switches are to be immediate. I'm assuming since you can go into a dispensary and have them switch you now, you'll be able to go into a dispensary you are not registered at and have them switch you immediately whenever the rulemaking allows that to take place (that's in the medical bill not the recreational bill so 1/1/20 shouldn't apply like growing for medical does).
Reasons to keep a medical card for $100/yr, 2.5oz possession limit (why you need to carry 2.5oz I don't know or judge), legal homegrowing, taxes will be 10% on most flower, 20% on edibles, 25% on most concentrates. And THC limits, not that IL sells anything higher than any other state's recreational limits now (many of our edibles are micro-doses), but we don't know what our recreational limits are yet.
High CBD flower, while I think they should and hope they do sell high CBD flower recreationally we won't know until they start selling recreational.

I don't know what 1000ft limit you're talking about otherwise, the only "1000" in the recreational act references a code. No "thousand" in either.Relocating to Illinois and while looking at property, houses really need to know if the 1000 ft of school or park will apply to medical.

I don't know if that answers your question, it sounds more like you're talking about business zoning. You do not give up freedom just because a school moves in across the street.
Yeah they didn't approve recreational cultivation this time. They will in the next couple of years though. In the meantime, if (after January 1, 2020) you are caught growing five plants or less you will be subjected to a civil (not criminal) penalty of $200.00. Soooooooooo,,,, who cares. Just dont grow big huge trees in your front yard.Yes it will be recreational but with a big fat tax. Also non medical card holders are unable to legally grow plants.
The quality has gone up quiet a bit. But yeah prices are too high (like most places). There are deals to be found, especially in concentrates. The best deal right now IMO is Bedford Grow's rosin.The page has finally slowed to a snails pace , nearly gone ! and that's what we all wanted this time last year ! My local dispensary has about 40+ varieties of flower in grams and 1/8ths , but 1/2 and 1 oz are only 6 in stock , and that's 3 variations of critical cure , and shake ! They Make More selling 60+ Dollar eighths , than 300 dollar Ounces ! Unfortunate High prices , when you can get 180 Hydros at Pharmacy for 20 bucks ! So Much for "The Compassionate " ! That was a gimmick to advance the cause / recreational .ALSO : the way the new law is written , it is designed to phase out Medical , with dispensaries catering to Recreational. I can see in a few years the state saving time and money with IDPH and discontinue the program...its the way the law is set up , could happen , and this IS Illinois …. ! I am all set. And five plants can be as much as you need it to be. It's all about how you do it. Inside or outside, you guide the plant to do what you want it to do.Anyone with MMJ cardholders getting ready to grow? 5 plants aren't going to be enough, but better than getting it from the dispensary.
I am a caregiver for my husband and it will all be used to make RSO. He is currently taking Chemo and he is taking a tiny drop (literally a size of a sesame seed) of RSO helps him a lot. Near zero side effect.
Personal Use of Cannabis in Illinois
Article 10
(1) An Illinois resident 21 years of age or older who is a registered qualifying patient under the CompassionateUse of Medical Cannabis Pilot Program Act may cultivate cannabis plants, with a limit of 5 plants that are more than 5 inches tall, per household without a cultivation center or craft grower license. In this Section, "resident" means a person who has been domiciled in the State of Illinois for a period of 30 days before cultivation.
(2) Cannabis cultivation must take place in an enclosed, locked space.
(3) Adult registered qualifying patients may purchase cannabis seeds from a dispensary for the purpose of home cultivation. Seeds may not be given or sold to any other person.
(4) Cannabis plants shall not be stored or placed in a location where they are subject to ordinary public view, as defined in this Act. A registered qualifying patient who cultivates cannabis under this Section shall take reasonable precautions to ensure the plants are secure from unauthorized access, including unauthorized access by a person under 21 years of age.

My husband is using a sesame seed size oil orally to help nausea while he is taking chemo. He was told he has 4 - 6 months to live in 2017 and nearly in death bed in 2018. But thanks to RSO, he bounced back and he is still doing well. But he has a very low tolerance to THC. So, he has been getting 1g of RSO (equivalent to 0.25oz of buds) daily treatment by the suppository method. *** When taking a suppository (but you have to stay within external and internal sphincter - which is 1-1/2 inches from the entry point), you don't feel high.
Because he needs 1g (0.25oz of buds) RSO daily, I need all 5 plants and can't afford to mess it up. 1 lb of buds makes 60g RSO, which is 2 months treatment. Since growing from a seed to harvest/drying/curing takes 4-5 months, I need to get a minimum of 2-1/2 lbs of dry buds from the 5 plants. And if you are experienced in growing cannabis, you know it isn't going to be easy.
I am all setup as well. Since we are limited to 5 plants, I have to come up with a creative way to grow the plants. I am thinking about staring 5 plants, but only let 2 or 3 plants to flower and keep the rest in the veggie state longer and keep applying HST/LST to create more bud sites. I can keep 2-3 plants in flowering and follow by 2-3 plants in veggie, I can harvest 2-3 plants every 2 months. Well, this is one of my plans and I don't know if it will work or not, but the perpetual harvest is the goal.
That is why I was so happy to found this thread where IL residents can talk about this and perhaps we can help each other.
And as for growing outdoor, it isn't allowed in IL. Maybe it will change in the future, but in the upcoming year, our cultivation will have to stay indoors.
