In flowering but somethings wrong

I have this plant and I have had it for a whIle I have growing with 13 others that I planted about 2 months after this one and they have nice big buds on them already but this one has just stayed like this any ideas why ?20160811_200916.jpg

Looks to be sativa dominant not sure what your other plants are but it just might be a 13-14 week flower time whereas the others might be 7-8 weeks to finish
