would you need a fan outside of a grow tent on the ducting to suck the air from the cool tube or will the air flow freely out of the ducting either side without the need for a fan

Generally speaking, you would want to bring fresh/cool air through your cool tube and exhaust it outside of your space. You can place the fan either inside or outside of your enclosure. You will see some people only have their tubes hooked up to the exhaust: pulling the air inside their grow 'box', through the cool tube and out of the area.
Whichever works best for you...but remember, if you are pulling the air out of your box via the cool tube, you will want to use some sort of Carbon Filter to mask the odors. Hope this helps.
