Your answer depends on your chosen COB's voltage requirements? You can build a LED array with four COBs with a driver that outputs 200 watts. However all four COBs will only turn on if the driver outputs enough forward voltage.so i am infact in need of some info.
Id like to know how many watts of what cob at what current to get enough light.
I could calculate this with eff % for the citizens?

Amperage is just a measure of how strong the current is. Which leads to more intense light.

They act as if they have done all the calculations in the past wth non-citi's too and no one showed them EVERYTHING. Their hands were held, lead to water, and spoon feed it all. Supra original were based on his, mr flux, and SDS calcs. And they have not been used since years before you were ever a member. Again, these are the numbers according to Citizen and their SPD charts. Real world results may vary, but calculating efficiency/PPF with these charts would likely result in a decent conservative estimate.
Remember, the Cree numbers everybody quotes are from @SupraSPL, not Cree. Nobody has confirmed 56% or 60% or any goddamned thing. Lot of talk from vendors about sphere testing their fixtures, no acual results yet, unless I missed them. Certainly possible.
