Is 184 watt CFL enough?

I think you'll be fine bro. I was pretty much in the same predicament as you with the late flowering and everything. My plant turned out to be sat dominant. 184watts IS enough to flower both plants. It will just take longer.

Unfortunately some people have no idea. Its not like anyone has ever grown plants with CFLs before...

People who have been brainwashed by hps lights have no idea lol. Some people have it out for cfls like a group of them gang raped their mom. The dude's in newbie central asking to be helped, not critically critiqued.
