I'm in the states but 1000 def raised my bill, I would say 400w, for four plants. and your bill should stay reasonable with out shuting off the a/c while your at work and things like that. just be smart about when the light is on and what you dont need if your not there.

Its a rule of thumb. I kilowatt per bedroom is adverage and will not raise suspession.

my computer has a 430watt power supply and it is on 24hours a day, so i think you are ok

I just needed to address this little bit of urban myth that gets spread around a lot.

Yes, you may have a 430 watt power supply, but that does not mean it is using 430 watts at all times. It means it is CAPABLE of providing up to 430 watts of power.

While a 400W, 600W, or 1000W HID does use that amount of power; as long as it's on.
