Is it normal to have all of these bud sites.

I have never had this many bud sites before. Will it take away from the quality of the bud when it's done.

in my opinion you need to remove the lower 3rd of the plant its called lollipopping look it up unless you plan on making something with the larf BTW really great looking plants that light may be a little weak not sure about that i use HPS

Super crop some of those branches to even out the canopy and all will be fine. Lowers don't get the same amount of light so they end up fluffy but if you even things out the lower bud sights have just as much potential.

A scrog net would really help you out imo.

my plant is very similar and I'm in a 2x2x6

Here's my current first grow with a scrog.

Depending on available time and space, if you choose to keep the lowers and find they develop too slowly, you can just do a staged harvest. Take each layer of the plant as it matures to your liking, exposing the layer below.

Usually with training this isn't necessary but if you're not in a hurry you can really maximise output from dense bushy plants like that.
