Is it possible to have a wholesale grow business and not a dispensary?

My question is, "Is it possible to have a wholesale grow business without owning a dispensary." I mean I know its possible to grow and sell to a dispensary but what steps would need to be taken to become fully legit? Does anyone know how to go about getting a sales tax license and what verbage would be used to file this with the state? What other paperwork would need to be filed so that I could pay taxes and run a legitamit business? Is this even possible? Thanks for the input guys.

Problem with that idea is the state is trying to sign new regulations into law that would require dispensaries to be responsible for the cultivation of 70% of the meds they sell. The other 30% can only be purchased from other state licensed dispensaries. So unless you own a state licensed dispensary than you will not be allowed to sell to them and they will not be allowed to buy from you. They are doing this so that they can get all the revenue they can from the sale of MMJ, essentially eliminating the independent patient/grower who sells his extras to dispensaries. Also gone will be the contracted growers for dispensaries as the dispensary they serve will need to file documentation with the state disclosing all of their grower's info name,address,phone#, criminal status, location of grow op, size etc. etc. Who in their right mind would do that.

What about buying into a dispensary? What percent would be needed to grow?

You would have to be part owner of the dispensary. In which case you would be subject to the application process for dispensary owners. Only then could you legally grow for a dispensary.
