It's called damping off. Mould infecting the stem of the plant. Happens to seedlings mostly. Never seen it that badly on a plant.

Kill it start over.

Or... If you want to try and save it. Dry it out. Spray with H2O2 and hope for the best.

If you start over I suggest sterilizing everything you're going to grow with.

Cleanliness is key.

You can grow in Coco/myco and not have to worry so much about dampness and over watering. Remember the more beneficial microbes and myco that are in the soil, the less bad stuff will be in the soil.

Best of luck!

I've saved a few plants from death by giving it a brace to hold it up, and then putting a Root Riot plug or piece of rockwool around the damping off spot so that the stalk began rooting and bypassed they infected area. Sometimes the plants never fully recover, but other times they do.

best bet is trying to root that stem above the infected portion. you want to get that infected part cut out. When you cut it off, check the center of the stem to see if its discolored, it should be white...if its brown youll have to cut it higher or else those pathogens will continue to travel up the stem and continue to affect nutrient uptake.

You can hope it's not pythium.I battled it for a year in my facility. Its no joke,it keeps coming back like herpes ! A thorough cleaning of Everything, floors walls equipment with pool shock or quaternary ammonia.I had to wash down like a usda food facility for Months to get rid of it. A fiber of coco with pythium on it in a crack on the floor can re appear many years later & Everything is Sick again. Cleanliness is everything when fighting pythium!
