This is my first outdoor grow the plant is doing really well. The leaves started to look scaly and are getting discolored

CalMag defficiency usually starts yellowing in the center of the leaves working outward toward the tips

really need more info to determine what the problem is. is this an outdoor, potting soil grow? any nutrients being added? how often? what's the soil? Any other details you can think of?
pH value is driven by nutrient level. I suspect that is actually your problem.

Soil, outdoor, gets rainwater about 6.5, I haven’t been giving many nutes as the soil is very fresh personal mix that is coast of main platinum, worm castings, compost, perlite and bone meal.
It’s been hot recently so I have been giving it some water from the hose which is well water that has 60–80 ppm and has a high ph of 8. I put some Dr. Jimz in the water today to lower pH and give it some more range of nutrients. It has calmag in it so hopefully it helps. I will start pH correcting but I figured it was ok since the plant get mainly rain

Looks like a micro nute is missing. plants will yellow at the top if they don't get sulphur. it's rare because people usually use ferts that are pretty well balanced with a lot of nutrients. you might try a single part fert like dynagro for veg, but a quarter teaspoon in a gallon of water. other than that don't know what to tell you. it doesn't sound like your soil has much nutrients to it.

Has it rained lately?
I notice anytime my plants get rained on the tops lighten up but go back within a few days.

Seems like a common unsolved deficiency. weird looking patterns or splotches on leaves. I thought I had TMV a few times but when I put them in flower it goes away.
It's happened a few times to me since I started using QB for veg, and I'm just wondering if that's a problem people are overlooking. never saw it with CFLs.
