Is this enough light

I see the pic, but can't tell how many plants there are and you didn't mention the color temp. It would appear you have enough to veg 1-2 plants with no problem. When you switch to 12/12 you'll wish you had bigger bulbs and closer to 2700K. Also is that foil you are using for reflective material? CFL don't have much throw and I don't think foil is a good idea if that's what I see :) Mylar is OK.
Let's see what others say.
Good luck and have fun!!

OP,
Your plant looks pretty lanky. Yes you could use more light. Can you move the plant up or the light down so its closer to the plant? Spray painting the inside of the box flat white will work better than Alu foil. Also maybe try training to keep the plant short. If you keep it as flat as possible it will also help maximize your light.

Simple short answer to your OP is NO, Not enough light, plain and simple. Also if you are going to add more cfl's add them around the foliage of your plant not just above it. Cfls are horrible at giving off intense light so you need the light 1-3 inches away from the foliage to do any real growing.

Whats the wattage of these bulbs? is it's at least 100w or more of combined light then it should enough, but try either moving the lights down
or the plants up and if it's possible add some side lighting.

Yep. that is true. 2" is a good rule of thumb. Also you can stick your hand in between...if it's too hot for your hand it'll be too hot for the plant...either way to increase the bulb(s) effectiveness get 'em closer.

23w of light =23w of light.
Yes, 23wx4 bulbs = 92w, but light intensity will still only be as intense as a single 23w bulb.

yup yup ^^^ What that means is if you put 20 bulbs in that closet you may get more lumens but it is still only as intense as a 23w CFL and even with those 20 bulbs you still have to put them 3 inches away.

More bulbs = more lumens but the same light intensity.

The only way you get gain light intensity is if you invested in a different type of light

You should put a few lights on both sides at the lower portions if you haven't done so by now.
