Is this enought cfm?

I am building a 3'x5'x7' wood cabinet soon. I will be using a 1000W with a cool tube. I plan on buying two 6" inline duct fans rated at 160cfm free air from High Tech Garden Supply. http://www.htgsupply.com/viewproduct.asp?productID=46447 The first fan will be used to pull air from the room, through the cool tube and out to the same room. I may vent it outside but I have not moved into my apartment yet. The second fan will be an exhaust fan with a filter at the top of the cabinet venting air out.

My question is will that be enough cfm to properly cool that 1000W and move enough air in the box?

Also I was reading some info off the my apartment buildings site. I remember seeing that they said an average electricity bill for an apartment my size is $50. I know my bill is gunna be about double that. Anyone think I will have any problems with that?

The fans your looking at are more of a booster fan. You should look at these, much better for a thousand watter.
www.tjernlund.com/Retail/fans.htm It's actually 530 cfm. The model # M-6. The fan moves a ton of air. I have used the valuline and cap fans in the past. This fan is much better in my opinion. You can Email them with a competitors web sight and fan , like the valuline, and they will match the price. I got mine for $90 shipped. I use it to exhaust air from two small rooms, and I have a 465 cfm pulling threw two reflectors.
Also make sure you have some kind of passive intake to pull cool air from outside your cab.

I use a single booster on my 1000w and it works but its not in a cabinet and the booster is a pretty high quality one it cost me about $50 at a local hardware supply. I bought a 6" booster fan at lowes for $30 and returned it because it sucked balls. "Suncourt" brand.
 
Ok, ill def dump the booster fan approach. Buddy, yes I will have 2 intake fans at the bottom pulling air in. Dont believe i forgot that.

If I get the M-5 that puts out 530 cfm, do you think I can just run one like this? Ill only have one blower now...

Try starting out with just one, It may be just fine. If not, invest in a second one.
I'm in a closet grow pretty close to the size of you cabinet, and what I have done is use one 6' inline fan dedicated only to the reflectors, pulling cool air through the reflectors from a passive intake at the bottom of the closet through ducting. I use a second 6" inline fan pulling air from an un-ducted passive intake at the bottom of the closet. This one is used to change out the air, and to ventilate the grow space. I also use speed controllers on the fans for fine tuning. Be aware that any of the higher cfm fans can be a little noisy just from the movement of the air, so by adding a speed controller allows you to tone them down as much as needed. As for intake fans, theres really no need as long as you have the passive intake hole at the bottom of the cabinet.
