No your not supposed to foliar feed when lights are on, it will burn your plants because water acts like a mag glass. always foliar feed with lights off and make sure you spray both sides of the leaves. Also that doesn't look like you lights are burning them, to me it looks like you might have a nute lockout?
The reason foliar feed exists is to stop the magnifying affect and allow you to mist in light without burning your plants. It actually has chemicals that transfer the normal magnifying spot into a positve light the plant can take in.

Although if your right, id hate to have been one of the guys experimenting out in the night with foliar feeding.

Did you get your mix perfect? Foliar food is like nutrients, a spec too much can slap your bitch up.

I usually foliar feed with a 1/2 teaspoon of foxfarm grow big right when the lights go out. But gonna back my lights off and try it in the light cycle
