Is this going to be too much light before outdoor transplant?

This is my grow area. Very small only to last a while until I can transplant outside.

What I want to know is HOW LONG SHOULD I KEEP THEM IN HERE UNTIL TRANSPLANT

SHOULD I USE A FAN AND WHEN FOR LOW STRESS TRAINING?

AND IS 2X 20WATT 1200 LUMEN CFLS RIGHT ABOVE TO DIXIE CUPS TOO MUCH LIGHT FOR SEEDLINGS?

Also how far should I put the lights away from the dixie cups??? They havent broken ground yet but idc waisting electric idc about but how far do i put them?

Are you seriously worrying about CFL lights? You need to do much more reading and learning!

You need to do much more answering and helping!

You should be fine but generally you want to keep the lights close enough to where it doesn't burn the tops of the plant. Put your hand over the top of the cup, if your hand feels uncomfortable and slightly burning the light is too close. You will want some air exchange as well, at least holes for intake and exhaust while making sure the temp is right. You will want to transplant when you see the 3rd or 4th set of leaves.
