is this light too close?

hey i just started my grow with one seed. It sprouted 3 days ago and its been under light ever since..
is this too close or too far for the light to be above the plant..

its a 3 way light bulb, 17 23 29 watt..it i have it on 29 watts.. and the temps are average 74-76..and this is in a box in my room and i have a black tarp to cover it. the light stays on 24 hrs a day. should i do 18on and 6 off or stay with all the time? and i have a fan in there that is blowing right over the top of the plant below the light..could i keep it sealed with the tarp or should i leave a little bit open for fresh air or should i just leave it off the whole day? thanks

r u using a regular light bulb for a table lamp or something? Never heard of a three-way bulb for growing. u need either a HID lamp or a CFL bulb or something along those lines if you are serious about this.

its from a table top lamp, but its a cfl and its color is close to the red spectrum..
i cant afford an hid or to buy new light bulbs. so im making do with what i have.

CORRECTION!!

the bulbs im using are daylight..i wasnt with it and was thinking red is higher in the scale than blue..but the bulbs are closer to the blue than the red side..
