Is this normal? And what could I improve for next grow…

Been growing bagseed outdoor and noticed how my buddies weed and most other plants have much thicker buds (calyx’s) and a lot less pistils. Plant has stopped growing and is currently in final weeks of flowering. Universal soil under 10-10-20 NPK fertilizer

You should be able to crank her nutes way up! Think closer to 3x as big as she is now.
Just to give you an idea this girl is 2 weeks(ish) away from harvest

I have an auto growing in soil right now that looks a lot like your photos as far as stage of flowering. She's well into week 11 and still has a long way to go. Her sister plant next to her is maybe 2 weeks away from being chopped. Go figure. They're plants and they didn't get the memo about being done in 8 weeks. Hang in there.

As others said, no where near the final weeks. After that genetics, if your plant has all the nutrition it needs weather becomes thin spears, baseball bats, or tiny golf balls it's in the genetics

Plant looks pretty good but you have a lot of weeks to go …….

It a sativa dominate strain ( narrow leaf ) and those easily can go 15-16 weeks.
Do have any way to run an indoor setup ? ( the more light that plant get the better. ) Buds are beginning to stack and form.
Sativa buds will finish with a spear shape. Since you said “ bag seed “ it’s a typical sativa but they need time to finish properly.
Swag weed can be pretty good if you flower it the way it’s supposed to be instead of “ street weed “ where it’s pulled a bit early so
it can hit the street .

Ran some Mexican Red bag seed - 15 + week. Pics are of early flower - buds stacking
