it wont grow up

ok i started two plants in seperate pots. the 1st one is about 2 weeks old and is about 2 1/2 inches tall and the second one is 2 weeks old and looks like a root, its about half an inch long and its not growing like the other. they both get 16 hours of light each and the first is growing perfectly and the other isnt and i dont know why. if you could help me on this problem i would be very happy.

Maybe when you planted the germinated seed you put it with the r00t facing up instead of down...

after about a week and i saw the first planting was growing to well and the second wasnt i dug it back up and re-planted it i put the root down kinda sideways but it was mostly facing down

What sort of lighting do you have it under?

the soil is just store bought organic from lowes i think
the water is tap i let it stand for a day to make sure clorine evaporates
the light is a 100 watt cool-white bulb about 2 inches away from plants

im not at home right now but ill take pics and post once i get there
