i dont know mexico's laws, but its never been illegal to consume drugs, just posses distribute, cultivate/cook up and be under the influence in public

hes right, decriminalized actually means that the punishments have been "downgraded" so to speak, i live in ohio and about 8 years back marijuana was "decriminalized" making it a civil offense like jay walking and you get a 100 dollar fine if you are caught with under an ounce, but this is one step closer tomarijuana law reform in all of north america. i feel some big changes coming though in the next 5-10 years..........lets keep our fingers crossed ;-)
