No I am not sure how it works...cause if I shop outside EU sometimes you paid vat to the site...like tme.com or even mouser who have prices for EU residents and sometimes it is not vat include and the shipping company make you paid vat...so it is a little bit confuse to me...?!?
I guess it was our responsibility to declare it or not...

As an individual in any EU country (=un particulier européen)
Buy in the EU => you pay the sellers country VAT (you pay it to the seller, he pays it to his state)
Buy outside the EU => Seller pays no VAT, you don't pay the seller any VAT. You pay YOUR COUNTRY VAT + IMPORT DUTY (usually)
You need to calm down, use google, and some critical thinking...not talking about just here too.
