I am in the US, but willing to offer what works for me.
I price and research products online. Then I often buy from Amazon, Ebay and etc.
No worries because of the volume of shipping these businesses do.
(beans are a different matter)

Then don't buy "grow" equipment.
I use an 8" chimney duct fan for exhaust. You can pick up industrial MH/HPS ballasts and bulbs that are not grow related, but are the same thing. LEDs might be a little harder unless you want to build.

If you dont want anything linked to you and you are only doing a small grow then go round the shops and buy some household cfl's and globe led's, remove the globe off of the led's and get the cfl's within 4 inches of the plant. If your finding it a bit sketchy buying a carbon filter kit search google on how to make your own carbon filter. Get a strong bathroom extraction fan, connect it to your carbon filter using acustic ducting and it will create a vacuum in a sealed enviroment and you wont need a intake fanhaha! I see...i am ALSO not going to do that too
and I never will.

You can also order from online, go on ebay or amazon and ask the sell er if they send in discreet packaging.. .. Its not illegal to order growing equipment online, and you are only growing tomatoes anyway... Right? ;-P
