Are they clones or from seed? You will prob end up with about half the plants being males ffrom seeds and the box will fit the two nicely. Even then in flowering you should prob add a couple more 23 watt bulbs.

i have a 400 watt hps for flowering these are just for veg. they are all seeds(bag seed)Ive got 12 plants all together4 that are 2 weeks old and the rest are a week old. i start them in party cups. im trying to get a perpetual grow going with the 12 plants so i don't think ill be vegging for very long. i figured if i could put 2 in flowering every 2 weeks that if all works out it should be perpetual.

Oh yeah those cfls will be fine. How big is your flower room? If you put two in every week you will have 8 plants in their before you will be able to harvest maybe 10.
