Those with low-income may quality for a free
cell phone
and up to 250 minutes a month through the government's Lifeline Wireless program offered in conjunction with
TracFone's Safelink Wireless and
Virgin Mobile's Assurance Wireless.
The program, available in more than 30 states including Florida, is partially funded by the Federal Communications Commission and the telecom industry. It allows eligible households to get one free phone and chose from several plans that include local and long-distance calls, voicemail, texting, roaming, free 911 and 411 calls. Created in 1984 by the FCC, the program was enhanced by Congress under the Telecommunications Act of 1996. The program applies the FCC's Universal Service Fund subsidy for free airtime minutes and cellular providers offer the free
cell phones.
Here's who qualifies for the program:
Those who participate in federal or state assistance programs such as food stamps, Medicaid and Federal Public Housing Assistance Section 8, Low Income Home Energy Assistance Program (LIHEAP), Supplemental Security Income (SSI), National School Lunch (free program only) Temporary Assistance for Needy
Families (TANF) Medicaid and the Bureau of Indian Affairs Programs (Tribal Temporary Assistance for Needy Families, Head Start Subsidy, NSLP).
Those who have a total household income at or below
150 percent of federal poverty guidelines ($16,245 for one; $21,855 for two; $27,465 for three; $33,075 for a
family of four; add $5,610 for each additional person).
The Florida Office of Public Counsel must verify your income to participate in the program. You are required to provide proof of eligibility.
