I'd say the short answer is yes but the laws are not exactly fleshed out. Best bet is to keep a low profile / not advertise your location as per usual (you already blew that
) if some lawman feels like being a dick there are probably some legal loopholes they will be able to exploit in the current state. It is probably not worth it for them to do so for people growing 4 plants but "I hear" there are a few counties in VA that are more problematic than others as far as douche law enforcement goes, so use best judgement always.
The main gotcha is ambiguity in the possession wording, while you are allowed to have an oz out and about there is no specific wording to how much you can have at your home for personal use. While in practice that oz limit should not apply to people growing at home, there is nothing that says it does not. If you are growing at home following the laws ( The main item being
"To each plant must be attached a legible tag that includes the person’s name, driver’s license or identification number, and a notation that the marijuana plant is being grown for personal use." along with them not being visible without use of airplane, binocs etc. and being inaccessible to minors) it should not be an issue. Just keep in mind once you get over that pound mark some asshole could probably attempt to make a case (and most likely fail after court fun.) There was a comment made by a senator who doubted home growers would be able to successfully grow more than an oz so that shouldn't be an issue anyway

There is good wording is in the penalties though, 1oz-1lb on you is the 25$ ticket so they can't trump up a bigger charge for a gram over the 1oz line. For growing, 4plants is cool but I believe 4-50 is just a fine, while over 50 is felony territory. I have to do more reading on what constitutes a plant (has to be in flower or not??) although I do not think that is spelled out either. Just be aware if you are trying to do a perpetual grow, or having mothers around those may count towards the 4 count although I can't confirm, I can only spend so much time reading about laws for places I don't live...
