Leaves Closed Together

Can anyone help me understand what is going on here, I’ve had this problem before but not for a couple years. The new growth leaves have been closed in tight on each other (see photo) for a couple days and growth has stopped. In the past when this happened I couldn’t figure out the issue and they never recovered. Right now I’m growing 2 plants, each a different strain and both have the same problem which makes me think it’s an environmental issue. My temps are consistently between 75-80 degrees, humidity stays between 49-60%. I’m not supplementing co2 but the levels are between 850-1000. Any insight would be much appreciated. When you top a plant the resulting 2 branches will go up towards the light. To alter this we use various training methods. You topped it, now you want to train those branches where you want to tie them down carefully.

That actually looks like very vigorous new growth.

What do u mean by last time it didn't recover? What happened last time?

A few years back I had several plants that just stopped growing and they were no longer taking up water, the pots were nearly as heavy as the day I watered them like 2 weeks earlier and eventually died. It was weird because other plants in the same space did fine but the one thing I noticed about those affected plants was the leaves locked straight up together. It’s never happened again that I noticed so when I saw it the other day I kinda freaked out. I might just be tripping out though.
