Leaves Curving Down and Bronw Tips - please help.

Hi.
My plant is 3 weeks old.
It struggles to grow.
Leaves are curving down and they have brown tips.

Soil is best advice from forum.
Temp 27 / 28 C
Light - 4 x 23W 6400K CFL
Ventilation
Cycle 18/6

What is this plant trying to tell me???

Water PH?
Nutes?
Run off PH?
How often you watering?
are roots exposed to light? may want to cover up the cups sides from any light that may hit.

Not using nutes jet. Should i start? This might be the problem?
PH - in soil 6.5 - 7
Watering as soon as top is dry as desert. once per 3 days ~ with destilled water - PH 6.5
Roots are not exposed. But ok i will cover cup up...
