Leaves like crazy, but no height

This is my first CFL grow, so there are plenty of things I have left to learn, but a small problem has already begun.

My plants are developing a large number of leaves (all in pairs) but are not growing in height. I have not noticed any measurable height difference over the past week.

Setup:
Mylar'd 1'w1'dx4'h cabinet,
suspended CFLs, 2/plant currently, about 2" above plant tops
4" round airstone per bucket
1/4tsp of FloraGro per gallon

Is this normal for the plants to be developing out, but not up?

I will work on getting a pic up within a day or two to illustrate this situation, but until then....?

I heard if you put the plant under 24/0 hours of light it will produce closer nodes (sets of leafs) and if you do 18/6 it will let the plant grow out a bit bigger then if it was left on 24/0, keep in mind that your plant will grow up to twice its hight when you go into flower
