not if you want big buds. i would try a 250 hps with a wing and just some regular ventilation. carbon filter with 4 inch inline exhausting air from the top of tent no intake fan just passive so leave a hole to let the air in. 250 watts x24 hours /1000 x.12 x30 =21.60$ a month for veg and half that for flower the fan might cost 10 bucks to run 24/7 a month. 250 watt hps(140$ hood and ballast together) bulb which is fairly cheap, 4inch inline(60$) and 200cfm or less filter(50$or so). horticulturesource.com has about every thing you need for the low just save some$$ and buy the good shit and you will never regret it. also check craigslist just make sure it is what you want b4 you go get it and find out it wasnt what you expected. not dissing led but is you want a qaulity led its gonna cost twice the total of these items and its still gonna run at least 200 watts.

Yeah i have all those exact things you speak of, lol.

Just that the light i have is has a european plug in, so im waiting on a converter in the mail.

But i have heard once in my life that european converters are not good for extended periods of time. any truth to that?

If I were you I would take the advice from one of the people above and rewire the light with a new American plug. It's a very simple process if you have any electrical knowledge, simply cut off the wires reconnect them to the new plug and install wire nuts. It's the safest way to go to avoid burning your grow room, and possibly house, down.

I don't know European electrical specs, but before you rewire this thing yourself, I suggest you verify that the voltages are the same. If not, than this is definitely not a DIY project. If you aren't extremely confident in your ability to rewire it, I would not DIY -- you don't want to burn your house down.

That led is not a good choice. Head over to the indoor growing led subsection. The guys over there are real friendly and will be glad to point you toward a great led for your needs.
