Making it illegal to sell totally keeps Govt agencies and regulations out of it...
Lets make it legal to sell
So we will need

-USDA US department of agriculture it is a consumable product
-FDA most definatly a drug
-ATF they regulate alchohol tobacco I'm sure pot fits in there someplace
-Treasury department Like alchohol someone needs to bond and collect the taxes
-Customs Make sure there are no knock offs
- Local laws
LOL that will be zoning, tax, licensing, inspections no grow zones

And biggest threat of all.
Big Tobacco coming in and lobbying for laws that will give them a virtual monopoly on growing, selling and distribution getting us right back to where we were.

And when I go to my local bodega to pick up a pack of Marlboro Golds. I want to be sure that I am getting what I pay for. That means
Lab testing, certification that my weed is pesticide free and meets the stated thc/cbd percentage.

Hey do you think a group of dispensary owners will get together and have a law passed that you cannot grow even with a medical card within 25 miles of a dispensary? Like in Arizona?

Or they will limit the only legal homegrown to a few farms and dispensarys Like in Illinois or what they tried to pass in Ohio?

Yeah Lets make it legal to sell. It is so much easier than my scenario where cops wont give a shit if you sold it because it is legal to possess and grow.

They passed exactly the same law I am proposing in Washington DC. It is nicknamed "the dealer protection act" because it is almost impossible for cops to prove you sold weed to
someone
