Light dim at new house

So I moved and I just set up in a bigger room and added a 1000 but when I turned everything on the lights are very dim I can put my hand under the bulb and still see it clearly when I had it hooked up at my old house it would damn near white out my hand. So and Ideas hoping it's not electical but I'm sure it is I got both ballast on there on 20 amp circuts so no overloads. Any help is helpful thanks.

Anyway I got them to burn bright again but I had to dissable the ground with one of those 2 prong to 3 prong adaptors now they work great so i got some sorta electrical problem in the box or something. I think I'm just gonna use the ground on the adaptors and run some copper wire out the window and into the ground. Anyone got any ideas of what going on with my electrical? I took the box and the sockets apart the all look wired correctly, help please.

i'm not an electric expert or anything but are you sure those are the only things running on that circuit? like a hot water heater or a/c or refrigerator or anything else? This happens to me when i turn on the microwave in my bedroom and when im no longer using it the intensity returns to normal. Just a thought, im sure someone else will help you alot more than i can on this but I figured i'd try.

Na there the only thing on a 20 amp circuit. 20 amp circuit for each ballast.
