I have not used one of these light timers before. It has 2 on off settings. If I want to set it to go off at 3pm and turn on at 9pm I just set it to 9 and 3 correct? It also has 2 red clips and 2 green I suposed green is on red is off but it also has a time dial in the middle do I just set that to what time it is now? All help would be aprieciated im noob with these timers.

I have one just like it. If you only want one on and one off, you only need two of those clips. Yep set the dial in the middle to the correct time (as close as you can). Put your green clip where you want it to come on, and the red clip where you want it to turn off. If it's past the time (on or off) you can manually turn it on or off, by turning the little black plastic knob sticking out on the top left.

Oh - btw - the black section is for PM, white for AM. And so you know - it sucks for precision - mine usually goes off half an hour either way, to the time I set.

Yes, they are not precise at all! But, it sure beats trying to remember yourself everyday to turn on/off certain things.
