I’d go with a 260w v2 r-spec from HLG. If on a budget though some sort of cheaper led would work fine. There is a huge difference between the bud my mars lights grow and my hlg light grows. When it comes time to dry and trim the hlg is worth the extra cash.
After a first grow and being happy with the heat I would add some side lights too perhaps a 4 pack of qb 132s or something

Don't kid yourself, those larger CFL's, especially those with the mogul bases, can put off some heat. A sealed hood would solve your issues to a point, and probably within your budget too. Good luck friend.

If this is a serious hobby for you and you will be growing long term then buy a decent light otherwise you will end up buying something cheap now and then upgrading later - trust me on that because I did it lol

As others posted, I would be going for a 265W quantum board, they are passively cooled so no fans to break and no noise, they dont run hot, you can dim them for Veg and turn them up when you are in flower!

You will make your money back VS HPS on electricity costs alone, also the boards should last at least 5 years with no maintenance whereas HPS you need to buying new bulbs.

If budget is an issue then take a look at Alibaba but do your research on the companies there to make sure your getting the real deal Samsung chips and not some epistar knockoffs - read all the reviews and ask lots of questions before committing to buy.

I have a Timber 2 VL I used once.......it sits in a closet.....not a fan of cobs, prefer even light spread out all over. Buy or DIY quantum boards or lights.
Pretty tough to diy a quantum board, unless you consider sourcing you own driver and hooking up wires diy. Qb's are pretty overpriced considering what you are buying. Strips or cobs are a better value for a diy. Very simple to upgrade, modify, or repair that sort of light.
