Lighting for greenhouse shelf.

I have a small greenhouse shelf-like thing that's L-18" x W-27" x H-91" with 1 shelf in the center. I'm going to keep my little Dp & Ww clones in there until (I'm hoping) they're no more than 2 feet tall. I'll fit maybe 12 plants iside at a time. I have no idea what wattage, voltage, lumens, color, and all that stuff I need.
Not lighting up a room, just 45.5" (91 total) of the upper and lower shelves.
So what would the wattage be? Like... 75? idk :-|

Lets say I had a $100-$120 budget left for lights :/
Not lookin to make giants, lookin to make something that will grow it to a normal height.
(Durban poison = about 3 feet)

Maybe less... I was thinking about making 2 fixtures (one for the top, one for the bottom) with maybe 8 of those bulbs in each. Would that work? Too little, too much?
