Yes, you can use CFL's.. without burning your house down.. lol, Why replace the MH though? The light penetrates your plant better and is just an overall better choice. But whatever floats your boat, or your bill I should say... Just distribute the CFl's so your whole plant gets good light.

1. Why are you growing in your parents house? In a worst case scenario, they can be charged as accessories and even have their house seized. While not likely, why would you put them at such a risk? I'm not trying to make you feel bad. I'm genuinely concerned that you're putting your parents at risk. You should only be growing at your own place. It's unfair to put others at risk without their knowledge.
2. Why would you put a CFL bulb, which has it's own ballast built in, into a socket wired into a MH ballast? Just use a regular socket for that bulb. MH is better lumens / watt than a CFL anyways.
