Lighting options for 3 4' x 8' ebb and flow system

Hey all, I'm designing a largish grow setup with a buddy. We are at the point where we need to make decisions on the lighting. I would really appreciate any insight and experience you have.

The setup will be 3 separate 4x8 ebb and flow tables. We are going to pack 30 plants per table and do a SOG or ScrOG method. We are not running CO2 for the first grow. We have plenty of power and ventilation available.

The main question that I would like some input on is: what is the most efficient lighting option for the tables?

My initial idea was to do 3 x 1000w adjustable digital ballasts with smaller hoods. But I think that might be overkill for the size of the tables? Plus running nearly 10000 watts with fans, etc. Is going to be pricey.

My other thoughts were to do 2x 1000w lights with big hoods like the Magnum xxl or something.

Or run 3 x 600w lights over each table with more compact hoods.

Either one of those options cuts my power bill by 30%. I know that I will get a larger yield, the more light I put on the plants. So I understand that no matter what, 3000w > 2000w. But, what I'm driving at is efficiency. Am I really going to get 50% more yield from the same 4x8 table and 30 plants if I give them 50% more power?

Let me know what you guys think. Thanks!
