Im coming up with plans to build a 20" wide, 10" deep, 3' tall wooden grow box. My only sources for lighting are local hardware stores (home depot, lowes, etc.) What kind of lights should i get that wont run up my electricity bill a lot.

cfl's more than likely, if you want low electricity usage. you can buy some pretty cheap t8 2 bulb fixtures at walmart for like 13 to 15 bucks from what i have heard recently.

You want 23 or 42 watt cfl's, 6500k color for vegging, 2700k for flowering, at least 100 actual watts total for flowering, half that for vegging. Don't confuse actual watts (23) with equivalent watts (100) on each bulb, the equivalent watts is the advertised number.

thanks for the info how many do you think i should use if im planning on growing 3 plants?

You're limited by your horizontal space, 100 watts is about all you can fit.
