Just be careful when watering.
They look like 20-25w CFls, which should be fine that close as they don't usually generate alot of heat.
Definitely be careful when watering though because that looks pretty precarious.

you should buy the high power cfl lamps such as 100w or 200w and with reflcetor cover ,the higher lumens the better for plants.

Everyone is entitiled to their opinion, but the majority of people will tell you quantity is really the route to go with cfls, not higher wattage because the temperature of higher wattage cfls restricts you from putting them closer.
Flourescent has bad penetration and needs to be close, so if it's too hot to be close you're losing efficiency on the wattage

Completely ignore NSS btw, i have never even seen a 200W CFL, and i know i would never try to use it to grow anything.

This is 200w CFL full spectrum lamp,high intensity,high lumens .2700K/6400K Special for plants growing ,Not ordinary cfl items, low heat output,lamp cover 100% reflective,no need close to the plants short distance.The best illumination distance is 2. 5 meters, the best installation height 2. 5-3 m.You never seen this product ,but we produce it .

I went ahead and alibaba'd this light he keeps linking.
And it actually exists. how it's built I'm not sure. Looks like the ballast is separate and part of the base with the deflector attached.
Still not sure I would ever consider a 300W cfl for any normal application, and since there's a language barrier I'm not sure i understand all the information the manufacturer is putting out.
