maybe my opinion is skewed because i live in a neighborhood where the cops won't even show up unless there's bodies in the road. police here are not interested in enforcing "quality of life" issues like excessive trash, loud music, and loitering of mobs of people. i watch people throw meat bones and diapers out the window with my own eyes, so hearing someone complain about a ciggarette wrapper kind of sounds whiny to me. i wish the worst of the filth in my neighborhood was some butts and beer cans, but i'm too busy staying away from the windows. and so i continue the cycle of people who "don't care". not because i don't actually care, but because i have bigger concerns for the police to handle before i go fussing about the trash. at the same time if you moved into my neighborhood and fussed about the trash and actually got something done about it, you would be my hero.
