Looking to Create a New System

I'm currently looking to find some equipment to grow around 7-8 Plants and was curious if anybody knew the best equipment for an affordable price. I have a very spacious room to work with in size. Thank you in advanced for the advice as well as information.

How much money is affordable...to me affordable is 20$ hahah to you it might be 1000$

Well I have around 600$ to spend as a budget so far for now.

Hydro? Soil? Do you already have lights?
Do you have ac? If you are starting from scratch, i would go super soil, fabric pots, 400/600/or 1000w hps depending on your enviroment and just paint walls in your grow area flat white.
