I would get the UPS and just hook it up to the cycle timer/pump. NM the lights or any other equipment which isn't needed unless the lights are on anyway..
Probably worry more about general maintenance not being performed than the actual power going out..
Also, a simple gravity fed top off reservoir with a float valve could keep bringing in more nutrient solution, if that's a problem...
