Lux For Seedlings

I bought a lux meter and it says I'm currently hitting my seedling with 19,380 lux... Is this too much? Too little? I want optimal growth with minimal stretch (very limited space - 2x4 tent)

My light has a dimmer and room too move.. what is ideal lux for the 3 stages?
