i was thinking about the street light thing too except the light is very orange but maybe that would be beneficial for budding

Its HPS lights, i think they use coatings, or filters to make the light orange so it does not blind drivers. The guy said they are standard bulbs tho, so I'm pretty sure they would work.

Hope upping the wattage and moving some air will help growth, they are way too small for their age/room given. maybe the roots are fighting each other? what do you think?
