Mildew on lower and inner leaves

What do i spray this plant with to remove the mold mildew. I have read blue dawn and water or milk. What do you suggest? I have a spray bottle that holds 1.5l

I tried every and it comes back. I would just start over and clean everything

Trash the plant or just clip those leaves? Its outside. But this was a clone that got mildew when i had it in the furnace room last winter. The moms i have steeping in isopropyl atm.
