hey guys looking for some advice (as usual :P ) i just looked under my pots and roots are showing out the bottom of all of them, do i HAVE to transplant or can i just water more often to feed more roots. im trying to control their size a little as i only have a 250w hps.

That is normal. Those roots will wind out of any drainage holes you may have. You have something under the pots to catch the water, right? If so, the roots that come out will drink that. Try to make sure there is not much standing water in the dishes underneath which could be a breading ground for algae which would then effect the roots. Just because the plant has reached the bottom, does not mean it is root-bound. In fact, they reach down first, then progress laterally. The topping will control their size. When your tallest is 18 inches, I'd flower so It's not to dense for that light to penetrate. That light will do a 3 by 3 area pretty well. Keep the light as close as you can without heat burn. Keep a breeze on them. You're looking good.

you dont need to transplant.. just let em go flip the pot over to see if its rootbound or not which i doubt it is.

Not really. Go ahead and flip them, the week or two of transition will give them plenty of time to recover.....if you have a MH bulb then use it for the first 7-10 days of 12/12. If not you could get some 6500k cfls and hang aroung the plant along with the HPS. The additional blue spectrum may help control some of the stretch. Not a guarantee but couldnt hurt. Its the red spectrum of the HPS that encourages stem elongation.....

I would give them the extra week. In the end, it would only add maybe 4-6 inches more. It doesn't usually take a week to recover either. Mine show booming new growth in about 2 days. In a week, i usually have 5 inches since the topping. Feel free to flip them though. I'm sure it wont effect the end result noticeably. But a good rule of thumb is any time you stress them, wait before you do it again. Switching to flower isn't stressful. I just like them ready when I push the button.

hairs first appear at the top node in my experience. often, in a mature plant they will show pre-flowers in veg as well.

no worries here hehe i read alot and i know most strains wont show until after a week, some even 2, unless as duder said they are allowed to veg long enough to show pre-flowers :)
