If you can get some multi-bulb t5's (like 4-8 tubes), or better yet a 400-600w hps or mh they will probably produce more potent bud, but where you kinda got this thrown at you, that might be more investment than you want unless you plan to continue growing. Plant bulbs are good, but really anything with around 3000 kelvin is best for flowering. 6500 kelvin is around where you want for veg, or in both you can mix the two spectrum (there's a lot of debate about proper spectrum, but really all ways are viable, I'd focus more on hitting the 'rules of thumb' to start, then you can tweak once you have the process down better).
12/12 is what you want for flowering, and a nutrient mix high in potassium and phosphate. Some will taper down nitrogen some will cut it out all together. Either way most people will 'flush' the plant in the last 2 weeks of flowering. This period is in the harvest stage, and there is a whole forum here dedicated to harvesting and curing. This includes how to tell when they are ripe and ready to harvest, as well as how to dry and cure. A big part of nutrients is PH as well, so get a PH meter ($6-15) for soil, and do a search for ph lockout, there are a number of good charts here that show how PH effects different nutrient absorption.
